Fixes GUI crash, eliminates lag when setting a new profile

Windows Firewall Control has been updated to a minor build that includes a few repairs touching on usability and functionality of the product.

Revision 4.0.0.3 gets rid of the lag that occurred when setting a new profile in Control Panel. It also fixes the issue with the service failing to start if another WCF service is using localhost as endpoint.

A crash of the GUI has been eliminated; the unfortunate event would occur if the service is not available and connection within the 30-second timeout interval does not happen.

Another bug squashed in this revision refers to the “Click here to activate” button, which would remain active in the notifications panel despite the program being in locked mode.

The developer also updated the default rule for the WFC updater so that it points to the new hosting server.
