Fixed compatibility problem with vgmstream input plug-in

The new release for foobar2000 integrates some repairs for minor issues, but it also deals with an incompatibility issue with vgmstream input plug-in.

As such, build 1.2.9 of the audio player can now handle AFC files that are not generally recognized by standard decoders, through third-party ones that are perfectly fit for the task.

Also, the developer included a work-around for buggy ID3v2 readers, like Windows Explorer and the font cover of the file is now always stored first.

Additional changes in this revision touch on minor issues that do not necessarily hinder the well-functioning of the program. For instance, the “Remove ReplayGain Info” in the ReplayGain scanner context menu is no longer grayed out if there is nothing to remove.
