It is a del.icio.us bookmark manager client, it will store all your bookmarks in the system bar so you can easily access to it by selecting the tag and then the link.
Usage is very simple: launch Deliwin, you will be asked for your del.icio.us account info, put username and password, or if you don't have one, go to del.icio.us and do it.
Then Deliwin will download and display all your bookmarks. When you put new bookmarks, simply tell Deliwin to reload them, and you will be up to date.
