Pulsar 2.21

The Pulsar application was designed to be a quite powerful and customizable proxy-server and Internet cache for Windows. It has many features, and among them the most unique feature - it supports resumed downloading of all it's traffic, i.e. it works as GetRight or Go!Zilla but for all files which are requested by browser.
