USPExpress Pro is a managed .NET component that is designed to parse and evaluate business, scientific and engineering expressions on-the-fly.

You can use USPExpress from any language that supports .NET Framework.
A Compact edition of USPExpress designed to run on .NET Compact Framework is also available.
