We haven't encountered any stability issues with Windows 10 or Microsoft Office 2016 in our tests. On the other hand, the tool doesn't give you the possibility to select your own custom-made dictionary files. Also, it doesn't support XLSX files (XLS only).

All aspects considered, ATS Excel Password Recovery doesn't bring anything new to the table, considering the vast amount of Excel password recovery tools out there. Nevertheless, you can test it for yourself.
