Wheel Here is a small and easy-to-use utility that redirects every mouse wheel rotation to the control at the pointer position.

For example, when you rotate the mouse wheel with the pointer put on a text area that does not have the focus, the application sets the focus to the control and let the text there scroll.

Wheel Here also does not require any installation.
