This program renames the extension of every file in the specified directory to a new extension.

Suppose you have a few hundred files of a specific type (jpg) and you don't want them to be listed as such or to be found in a search of jpg files on your computer, then you could point this program at that directory and bulk-rename the extension of them to a nonsense one that doesn't have a file association.
