It requires some intermediate level of knowledge about the system.
For each device you can enable / disable it.
Drivers assigned to a specific USB device can be removed from the operating system, so it will detect it as a new device. This allows to reinstall faulty drivers.
Devices that have resident drivers in the operating system (devices that where installed earlier but are not connected now) do show up in the list too and is very handy to debug or fine tune your PC.
The bad:
One thing that is realy missing is a tree view of how devices are linked to eachother. This makes searching for a specific device more difficult in case of an overcrouded USB devices set. (many devices, hubs,....)
