Resoor is a handy and reliable application that can extract resources from executables and open RES files.
It can generate RES, RC and INI files or a source code file, in C++ or Pascal. The resources cannot be edited directly, but you can save the modification in RSR format. Furthermore, it can be used for program localization, due to its automatic translation capabilities.
