ChameleonXP

ChameleonXP is a simple-to-use program that enables users to edit their Windows welcome screen in accordance with their preferences.

The tool is packed in a user-friendly interface, where you can edit the default skin when it comes to the captions and fonts, panels and images, user accounts, balloons and others.

You can write any text you want for the welcome and shut down messages, as well as change the user name and status foreground color and font type.

It is also possible to edit text for the password help and email notification balloons, as well as for user notifications (e.g. unread mail messages, running programs). The skin pack can be saved to file, and you may the skin name and description, along with the author's name, email address, URL and tag.

ChameleonXP is very light on the system resources, since it requires a minimal amount of CPU and system memory. It has a good response time and works smoothly, without causing the OS to hang, crash or display error notifications. We have not encountered any issues throughout our evaluation. Although it can be easily used even by novices, ChameleonXP has not been updated for a very long time, thus it is not compatible with newer OS editions.
