What's new in METAR.NET Decoder 0.5

- First public release. Main of the application is working. Metar can be downloaded, decoded, updated and encoded back to metar string.
- Release includes binaries for two projects (downloader and decoder) and documentation for each project in .chm format.

- short and long information string can be created from decoded metar;
- new metar download provider;
- czech info provider (0.5.x)
- sanity check very much improved (0.5.x)
- a lot of bugs fixed (incorrect trend SKC detection, incorrect new instance initialization, code clean-up, ...).
- Previous:
- downloadable metar from two different web sites;
- metar decodable into information structure;
- information structure can be adjusted in any way;
- and new metar string can be created from those structure.
