What's new in PowerCycler 0.0.1

• Treat health check timeouts as failures instead of success, even though they seem to be indistinguishable from the service shutting down.
• Only do health checks when the service under monitoring is not being restarted. Log failed health checks at info level instead of debug.
• Set default log level to info instead of debug.
• Try to fix some character encodings and line endings in files.
