What's new in WinKill 0.3

• upgraded to Visual Studio 2017
• added /startDisabled command line flag. if specified, it will disable the key hook that eats the windows key press.
• removed dependency on MFC (vanilla Win32 only now)
• updated compile flags to statically link dependencies so no special runtime needs to be installed
