There is no announcement from the development team at the moment, but given that this is an update for all supported platforms (Windows, Mac and Linux) an official post is expected. However, unannounced releases designed to eliminate specific bugs or even zero-day vulnerabilities are not at all unusual to pop up from time to time.
Opera 11.64 comes on the brink of launching the next stable release for the web browser, version 12, which is currently in beta stage of development. This one features important changes such as the introduction of out-of-process plug-ins, which increase the stability of the application, or 64-bit versions for Mac and Windows.
