Find is a piece of software designed to lend you a hand when trying to search for all kinds of content on your computer while making sure you put minimal effort into the entire matter.

To be more specific, what the application does is open a search window so that you can subsequently start your little investigation as quickly as possible. In other words, the program is merely a shortcut for said window, which can otherwise be launched by resorting to Windows key + F.

It is worth pointing out, however, that this particular behavior would not be encountered on Windows 10, where the aforementioned hotkey opens the Feedback Hub window.
