From the middle of the tool, you can select the proper measurement unit (pixels, centimeters, picas, inches, custom) while on the right side of the ruler, you can change the orientation from horizontal or vertical. If you need to check a specific point, and you want its coordinates, you can enable the position lines, which displays the values on the left part of the app.

Right-clicking on it brings up a context menu, from where it's possible to rotate the ruler to different angles, move it using predefined hotkeys or by manually, as well as resize it to the desired length by dragging its corners. You can adjust the transparency level, pin to stay on top of other programs and change the colors for lines and font.
