TelegramWindowMover is one of the simplest tools out there, in terms of structure at least. It does not have a GUI, nor it requires any installation. All you have to do is set up and run it each time you open your PC.

To be successful with standardizing the location of your Telegram windows, a brief setup must be executed, but it's not mandatory. The first step is to create a settings.ini file and place it in the same location as the app's executable. In the INI file, one can determine the window's size and the center point.

The window size behavior is based on two parameters, width, and height, and it is measured in pixels. As for the center points, that works on an X/Y axis. If you don't want to bother with the INI file, keep in mind that the app will default the window to the center of the screen, using the 1024x768 values.
