Open ICL Files

ICL files store a collection of icons that one can use to replace existing icons, and may be applied onto Windows shortcuts, but not to the real application files.

Users rarely need to access ICL directly, therefore there are not many applications that can display these files.

Nonetheless, users will not need to download and install any external libraries in order to be able to open ICL items.

Additionally, all ICL compatible utilities will also offer users the possibility to extract the containing icons or to export the files to other formats.
